What is BEPP?

Philadelphia's Building Energy Performance Policy

Philadelphia's Building Energy Performance Policy (BEPP) requires non-residential buildings of 50,000 square feet or more to periodically assess and optimize their building energy systems.

BEPP is separate from Philadelphia's annual Building Energy Benchmarking Program. Benchmarking tracks energy use over time; BEPP requires a hands-on building tune-up by a qualified Tune-Up Specialist on a compliance schedule set by the City.

Covered buildings are assigned to compliance cohorts based on size. The 2027 BEPP cohort — non-residential buildings between 100,000 and 200,000 sq ft — has a Tune-Up Report deadline of September 30, 2027.

Covered buildings may comply through a qualified building tune-up, by demonstrating they meet an accepted high-performance standard, or through an approved alternative compliance plan. Exemptions and extensions may also be available in certain circumstances.
