What We Offer

BEPP Information and Professional Referrals

PhillyBuildingCompliance.com helps you understand Philadelphia's BEPP requirements and, if requested, connects you with qualified professionals who can assist with compliance. We are an independent information and referral service — we do not perform compliance work ourselves.

01

Building Lookup

Check your building against Philadelphia property records.

Enter your building's street address and ZIP code. We look up your property in Philadelphia's Office of Property Assessment records and show you what the City's data says about your building — including whether it appears to fall within the 2027 BEPP compliance cohort (non-residential buildings between 100,000 and 200,000 sq ft).

  • Free — no contact information required to see your result
  • Data sourced from Philadelphia Office of Property Assessment (OPA)
  • Result includes building type, size, and a preliminary BEPP cohort assessment
  • Disclaimer: results are informational only and not an official City compliance determination
02

Professional Referrals

Connect with qualified professionals who assist with BEPP compliance.

If you'd like help with BEPP compliance, we can connect you with qualified professionals — including licensed Tune-Up Specialists and contractors experienced in Philadelphia BEPP work. We do not perform compliance work ourselves and do not guarantee any compliance outcome.

  • Referrals to qualified Tune-Up Specialists for building tune-up compliance
  • Referrals to professionals familiar with the High Performance pathway
  • Referrals to professionals who can advise on exemptions and alternative compliance plans
  • We are an independent referral service — not affiliated with any specific contractor
03

Building Tune-Up Path

The primary BEPP compliance path for most covered buildings.

A Building Tune-Up is the primary compliance path under BEPP. A qualified Tune-Up Specialist assesses specified building systems, identifies deficiencies, required corrective actions are completed, and the required report and documentation are submitted to the City. We can connect you with qualified Tune-Up Specialists.

  • Must be performed by a City-qualified Tune-Up Specialist
  • Covers specified building systems as defined by the City's program
  • Tune-Up Report due September 30, 2027 for the 100,000–200,000 sq ft cohort
  • We can refer you to qualified Tune-Up Specialists — we do not perform tune-ups ourselves
04

High Performance Pathway

An alternative for buildings that already meet accepted performance standards.

Buildings that already satisfy one of Philadelphia's accepted high-performance standards may demonstrate compliance through the City's High Performance pathway instead of a building tune-up. The High Performance reporting deadline for the 2027 cohort is April 5, 2027.

  • Available to buildings meeting accepted Philadelphia high-performance standards
  • High Performance reporting deadline: April 5, 2027 (2027 cohort)
  • Consult the City of Philadelphia or a qualified professional to determine eligibility
  • We can connect you with professionals familiar with this pathway
05

Exemptions and Alternative Compliance

Some buildings or circumstances may qualify for relief.

Some buildings or circumstances may qualify for exemptions, extensions, or an approved alternative compliance plan. Alternative Compliance Plans for the 2027 cohort begin January 4, 2027. Exemption and extension filings begin April 5, 2027. A qualified professional can advise whether your building may qualify.

  • Alternative Compliance Plans begin: January 4, 2027
  • Exemption and extension filings begin: April 5, 2027
  • Eligibility depends on specific building circumstances — consult a qualified professional
